This is the final entry in the series. Part 1 can be read here. Part 2 can be read here. Part 3 can be read here.
The mercenary operates alone. He flies incredibly expensive ships and engages in warfare constantly. Such activities are incredibly costly – wars always are – and we realized that the ISK to fund such a style of operation had to come from a source other than the wars.

Planetary manufacturing, mining, and refining are all possibilities. However, rights to do such things to the planets of New Eden were just recently granted by the governing bodies, which led us to believe the mercenary was utilizing a starbase of his own to generate the massive income needed.
We pinned down the mercenary’s base of operations in Baviasi, a high security system located deep in Amarr space. We then took the mercenary’s known reputation with the Amarr government and determined he could only have such a starbase in .1, .2, .3, and .4 security systems.
After a quick search, we narrowed down a relatively short list of systems that the mercenary could conceivably establish and maintain a starbase. The systems are as follows:

A few of us are able to fly covert operations frigates designed for infiltration, observation, and reconnaissance. We assigned systems to the volunteering pilots and have begun scanning each of them by inspecting each moon, one by one.
If the mercenary owns a starbase, we will find it. Then, we will destroy it.
We cannot think of a more devastating, long-term impact to his war-fighting capabilities. The issue remains of how to destroy the starbase, as we do not possess capital ships, specifically dreadnoughts.
Luckily for us, New Eden is filled with mercenaries who wish for nothing more than to use their military hardware. Anybody will do anything for the right price.
